경찰 연좌농성 강제 해산 중 화물연대 조합원 사망, 2명 부상

월요일, 한국 경상남도 소재 한 물류센터에서 경찰이 연좌 농성 중이던 노동자들을 강제로 밀어내는 과정에서 한 조합원이 차량에 치여 사망했다.

해당 조합원은 4월 5일부터 진행 중인 CU 화물노동자 파업의 일환으로, CU 진주 물류센터에서 농성에 참여하고 있었다.

현장에 있던 경찰이 이동을 허용한 2.5톤 대체 수송 차량과의 충돌로 다른 화물연대 조합원 2명도 부상을 입었다. 사망한 조합원은 차량에 치였으며, 병원에 도착했을 당시 이미 심정지 상태였다.

ITF 아시아·태평양 지역 사무총장 스콧 맥다인(Scott McDine)은 “유가족과 동료, 친구들, 그리고 이번 사건으로 큰 충격과 슬픔, 분노를 겪고 있는 모든 공공운수노조 화물연대 조합원들께 깊은 애도를 전한다”며 “사건의 정확한 경과를 밝히기 위한 철저한 조사가 반드시 이루어져야 하며, 책임 있는 자는 반드시 처벌받아야 한다”고 말했다.

이번 파업은 화물노동자들의 열악한 노동조건과, 원청인 BGF리테일의 단체교섭 거부에 맞서 진행되고 있다. BGF리테일은 오히려 노동조건을 더욱 악화시키려 했으며, 파업에 나선 노동자들을 상대로 손해배상 청구까지 추진했다.

CU 편의점에 물품을 운송하는 화물연대 조합원들은 3단계 하청 구조의 최하단에 놓여 있다. 최상단에는 CU 운영사인 BGF리테일이 있고, 그 아래에 물류 자회사 BGF로지스, 하청 운송업체, 그리고 가장 아래에 화물차주 겸 기사(특수고용 화물노동자)들이 위치한다.

화물노동자들은 모든 운영비용을 스스로 부담해야 하며, 손실을 피하기 위해 하루 2회전 배송을 해야 한다. 하루 13시간 이상 일하면서도 월 약 300만 원(약 2,000달러)의 수입에 그치고 있다. 수당 없이 야간노동이 잦고, 월 평균 25~26일을 거의 쉬지 못한 채 일하고 있다.

또한 화물노동자들은 아파도 쉴 수 없다. 대체 기사를 고용하는 비용을 스스로 부담해야 하기 때문이다. 극한의 기후 조건 속에서 일하며 상·하차 작업까지 수행하고 있어, 심각한 산업안전보건 문제에 지속적으로 노출되어 있다.

덴마크 3F 운수노조 위원장이자 ITF 도로운수분과 의장인 플레밍 오버고르(Flemming Overgaard)는 “우리 동지의 죽음이 얼마나 깊은 슬픔과 충격을 주는지 말로 다 표현할 수 없다”고 밝혔다.

이어 그는 “결코 일어나서는 안 될 일이지만, 나는 이 투쟁의 한가운데에 있었던 우리의 동지가 우리가 계속 싸워가기를 바랐을 것이라 믿는다”며 “공공운수노조 화물연대와의 연대를 지키고, 안전운임과 정당한 노동조건을 위한 투쟁을 이어가야 한다. 이는 화물연대 조합원들이 당연히 누려야 할 권리를 쟁취할 때까지 우리가 함께할 싸움이다”라고 말했다.

KPTU-TruckSol member run over, two more injured, after police forcibly break sit-down protest. 

A Korean trade union member was killed on Monday after he was run over when police forcibly pushed workers engaged in a sit-down protest at a logistics centre in Southern Gyeongsan Province, Korea. 

The KPTU-TruckSol member was taking part in a strike protest at a CU Logistics Centre, part of a strike action by TruckSol CU members which has been underway since April 5.  

Two other TruckSol members were injured in the collision with a 2.5 tonne box truck replacement transport vehicle, which police present at the scene had allowed to depart. The union member was run over, and by the time he arrived at a local hospital his heart had stopped. 

ITF Regional Secretary for the Asia-Pacific, Scott McDine, said: “Our deepest condolences go out to our brother’s family, colleagues and friends, and to all the members of KPTU-TruckSol, who are understandably shocked, deeply saddened and angry at what has happened. It is vital that there is a serious investigation into precisely what has happened, and that anyone bearing responsibility is held to account.” 

The strike action was against dire working conditions for truck drivers and a refusal to meet a request for collective bargaining by BGF Retail – which instead sought to worsen conditions further while also initiating damages suits against striking workers. 

KPTU-TruckSol members delivering goods for convenience store chain, CU, work at the bottom of a three-tier contracting chain, with BGF Retail (the CU convenience store operator) at the top, followed by BGF Logis (logistics subsidiary), subcontracted trucking companies, and owner drivers at the bottom.  

Drivers must cover all the costs of operations, which requires them to make two runs a day – one run would mean operating at a loss – and work upwards of 13 hours, to make around KRW 3 million (USD2,000) per month. Drivers regularly work night shifts without allowances and work an average of 25-26 days a month with minimal breaks.   

Drivers cannot rest when they are sick because they are responsible for the costs of hiring a replacement driver, while they also endure extreme weather conditions and regularly engage in loading and unloading tasks, leading to severe occupational safety and health (OSH) related issues.  

Flemming Overgaard, President of 3F Transport, Denmark, and ITF Road Transport Section Chair, said: “Words cannot express how deeply saddening and troubling our brother's death is.  

"While this should never have happened, I believe that our fellow union member would have wanted all of us to continue the fight he was leading – to stand in solidarity with KPTU-TruckSol, the fight for Safe Rates and the fair working conditions KPTU-TruckSol members deserve. This is a fight that we will support until KPTU-TruckSol drivers win what should be theirs by right."
