BGF Logis-TruckSol

Agreement Reached, Signing Ceremony Held


1. We express our appreciation to the journalists who strive for fair and democratic media.


2. BGF Logis and the KPTU Cargo Truckers Solidarity Division (President Kim Dong-guk, hereinafter “TruckSol”) will hold a signing ceremony at 11:00 a.m. on Thursday, April 30, 2026.


3. First, both parties agreed that the company recognizes its responsibility for the death of the martyr and will take measures such as issuing an apology to the bereaved family, thereby restoring the martyr’s honour and providing consolation to the family. As this agreement was reached after careful consideration and with sincerity, it will at least offer some comfort to the bereaved family. TruckSol will continue to raise the issue of, and demand accountability for, the lethal violence by state power, including punishment of those responsible in the Gyeongnam Provincial Police Agency.


4. Both parties agreed to the granting of an extra day of paid leave per quarter and to establish a ceiling on replacement vehicle costs, thereby guaranteeing the right to rest for CU drivers. In addition, the parties agreed to an increase in pay rates, which had been a cause of long working hours.


5. They also agreed to the recognition of TruckSol as a labor union, to regularise collective bargaining, and to withdraw disadvantages against drivers resulting from the strike, thereby guaranteeing the fundamental labour rights of CU cargo workers.


6. This agreement is meaningful in that it recognises TruckSol as a labour union and constitutes, in substance, collective bargaining that improves working conditions. Although delayed, it is significant that the company has acknowledged its status as an employer and agreed to continue dialogue with TruckSol. In this way, TruckSol’s commitment—to inherit the spirit of the martyr, to win the CU struggle, and to dedicate that victory to the martyr—has been fulfilled.

TruckSol announces that on April 30, 2026, through a signing ceremony with CU BGF, a final agreement has been reached regarding this struggle.

This agreement goes beyond a simple increase in pay rates or improvement in conditions; it is highly significant in that it effectively recognises TruckSol’s status as a bargaining partner and as a labour union, which had long been denied.

It is meaningful in that it has gone beyond the existing practice in a multi-layered subcontracting chain where the principal company evaded responsibility, and has led to the effective recognition of truck drivers as the subjects of bargaining.

Meanwhile, in relation to the martyr Seo Gwang-seok, the company has acknowledged responsibility for this incident, made an apology to the bereaved family, and promised certain measures to console them.

However, we make it clear: this agreement does not fulfill all responsibility for the martyr’s death.


The tragic death that occurred at the logistics centre resulted from excessive deployment of state force and suppression of TruckSol's protest. A full investigation must be carried out and those responsible must be punished.

TruckSol will continue to demand a thorough investigation into the entire process of the deployment of state power, clarification of who is responsible, and punishment of those responsible.

Furthermore, TruckSol will prepare a “Worker and Civil Society Funeral for Martyr Seo Gwang-seok – the truck driver who opened the way,” and will continue the struggle to carry on the martyr’s will.


Attachment 2. KPTU-TruckSol Statement


TruckSol will continue the struggle to inherit the spirt of the martyr and see it through to the end.


On 30 April at 11:00am, TruckSol and BGF Logis reached an agreement. Key demands of TruckSol were widely reflected, including expanded rights to rest days, the realisation of fair pay rates, and the right to union activities. In this way, TruckSol’s resolve—to inherit the spirit of the martyr and to dedicate the victory of the CU struggle to the martyr—has become a reality. Although to took days to return to dialogue and bargaining, we welcome the fact that an agreement has been reached between our union and the company.


In reaching this agreement, truck drivers and all of Korean society have clearly witnessed how much social cost and pain result when repression is chosen instead of dialogue and bargaining. Truck drivers faced existential threats in the workplace even for making reasonable demands at the level of basic human rights; the martyr lost his life to state repression; and convenience store owners, turned an angry eye towards truck drivers, speaking of losses in sales.


As a result, even after the conclusion of bargaining, truck drivers now face a situation where they must worry about whether they have a workplace to which to return. This situation must now change. As the company has promised to improve conditions for truck drivers, it must no longer hide behind convenience store owners and must take responsibility to dry the tears of both store owners and truck drivers. Moving forward, the company must tae clear responsibility for harmonious coexistence and the resolution of conflict. If capital guarantees workers’ fundamental labour rights and engages in dialogue and bargaining, we can leave behind the old era of conflict an enter a new one based on coexistence.


At the same time, this struggle for justice for the martyr should put capital on notice: wherever truck drivers are repressed, TruckSol will organise them and fight together. If even a single truck driver faces opression, TruckSol will open the way through an organisation-wide struggle. This is the spirit that the martyr learned, practiced, and left behind in TruckSol. This is the history through which truck drivers have changed their workplaces. TruckSol will create opression-free workplaces, safe workplaces, and workplaces where the right to livelihood is guaranteed. TruckSol will stand at the forefront and continue to fight.
